Energy & Utility Skills (EU Skills) operate the Energy & Utility Skills Register (EUSR), which is an independent skills register that provides a recognised standard across the whole of the utilities sector. There are a number of Scheme available for the gas industry, these are;
Cross Country Pipelines Health, Safety and Environment (CCPHSE) Passport
The Cross Country Pipelines Health, Safety and Environment covers health, safety and environmental issues associated with the construction of large diameter cross country pipelines.
The purpose of the Scheme is to facilitate to a high level of awareness, knowledge and understanding of health, safety and environmental issues relating to the construction of cross country pipelines. It is also designed to provide on site evidence that the registered individual has demonstrated the appropriate level of health and safety.
Gas Network Operations (GNO) formerly Gas Distribution (GD)
The Gas Distribution (GD Scheme) has now been replaced with Gas Networks Operations (GNO). Any individual whose Gas Distribution card has expired must now undertake National Vocational Qualification (NVQ) Gas Network Operations at the appropriate level to evidence up to date skills, knowledge and experience. On completion the candidate should apply for a Energy & Utility Skills Register (EUSR) card with Energy & Utility Skills.
Utility Safety Health and Environment Awareness (SHEA) (Gas) Passport
Energy & Utility Skills has worked with their industries to develop a cross - utility Safety Health and Environment Scheme. This Scheme has been designed to prove that an individual has demonstrated an appropriate level of knowledge and awareness on-site. The training is structured so that the seven core modules are applicable to gas, power and water industries. The additional modules can then be taken, dependent upon which industry the trainee is working in.
The Scheme covers the safety, health and environmental issues associated with the operations carried out on the gas Network infrastructure. It is designed to provide on-site evidence that the individual has demonstrated an appropriate level of knowledge and awareness.
Safe Control of Operations (SCO)
The Health & Safety at Work Act 1974 places a legal obligation on employers to have safe system(s) of work with a legal obligation on employees to comply with such safe system(s) of work. The Gas Act 1995 requires gas transporters to have a Safety Case which must comply with the Gas Safety (Management) Regulations, which includes an obligation to ensure a safe flow of gas to maintain security of supply and have processes in place designed to protect the gas networks.
The Safe Control of Operations (SCO) Process and Procedure provides for such a safe system of work on routine and non-routine operations on gas Networks and requires individuals to be registered under SCO.
