Energy & Utility Skills Register

Energy & Utility Skills (EU Skills) operate the Energy & Utility Skills Register (EUSR), which is an independent skills register that provides a recognised standard across the whole of the utilities sector. There are a number of Scheme available for the power industry, these are;

Basic Electrical Safety Competence (BESC)

The Scheme is a workplace competency assessment and registration process. The Scheme standards are at a basic level and deal with entering, moving around and exiting work areas. Three separate standards exist;

  • Substation
  • Overhead Line
  • Underground Cable Work Areas

 

These standards do not cover skills for carrying out work tasks. Persons required to enter more than one type of work areas should have achieved each of the standards appropriate to that area.

BESC assessments are carried out in the workplace where a candidate's performance is assessed through observation.

Utility Safety Health and Environment Awareness (Electricity) Passport

To support the aim of continual health, safety and environment improvement Energy & Utility Skills working the Energy Networks Association Safety, Health and Environment (SHE) Committee have developed a passport registration scheme for basic Safety, Health & Environment Awareness.

The purpose of the Scheme is to facilitate a recognised programme that will provide a broad knowledge of policies and practices relating to safety, health and the environment across the power industry. This is to ensure that all companies train and test their employees to the same standard

The Scheme is designed in accordance with Health and Safety Executive (HSE) guidelines for such schemes, aimed at raising awareness and understanding.
